Deterring crime, mayhem, arson, and war can be an act of love . Deterring violence with credible threats of government violence means protection of innocent victims, and even of potential rioters.
Nowadays, the "justified anger" of looters is more important than the well being of the hard working honest citizen

Only the state is allowed to use violence ("Gewaltmonopol" in German). The disarmed citizen expects that government does its best to protect him or her from criminals, riots, public disorder and calamity.

Riots Planned and Announced, and Tolerated
We have riots that are announced in advance (For example Ferguson, Los Angeles riots after the Rodney King beating verdict, etc.), riots that last for days, riots that destroy the livelihood of thousands of upstanding citizens (often Blacks). Frequently people get injured or killed. Entire neighborhoods get destroyed, and property value plummets. Insurance usually does not cover damage caused by riots.

Necessary force to stop rioters
Half a century ago, police would stop the mayhem with the amount of violence that was necessary to protect the law abiding citizen.
Law and order is love
The mere threat of violence, or a short bout of violence was usually enough to stop illegal mayhem.
Even potential rioters are best served by deterrence that prompts them to behave like civilized citizens.
Letting undisciplined people riot is not doing them a favor.
Most people refrain from looting, if they know they will be met with deadly force.
Most of our modern race riots, arson, mayhem could be prevented by a determined law and order government that puts legal law abiding citizens above the right or criminals to loot, burn, destroy, and often, kill.
Nowadays we have riots that are announced in advance and that are not prevented. The Paris New Year's Riots burn about 1000 cars on every New Years Eve [1 1, 2, 3,]. Expect hundreds of torched cars again, on next New Years' eve.

University of Florida President Kent Fuchs [Email him] is complaining about the cost of hosting a Richard Spencer speech:
University chief: Security cost for Spencer speech ‘unfair’

Gainesville, Fla. — October 18, 2017
A day before white nationalist Richard Spencer is scheduled to speak at the University of Florida, its president affirmed his belief in free speech but said the security costs of holding such an event at a public university put an unfair burden on taxpayers.
UF President W. Kent Fuchs said Wednesday in an interview with The Associated Press that Spencer is “hijacking” public universities — which are compelled by the First Amendment to provide a speaking forum — and forcing taxpayers to pay the resulting security costs.
Fuchs estimates the school will spend $600,000 on security for Spencer’s planned speech Thursday. The U.S. Supreme Court has ruled that the government, in this case a public university, cannot charge speakers for security costs.
Spencer’s National Policy Institute is paying $10,564 to rent space for the speaking event.
“I fully understand freedom of speech cannot be burdened legally with the full cost of this, but on the other hand we’re being burdened,” said Fuchs, sitting in his office on campus in Gainesville. “So taxpayers are subsidizing hate speech.”[More]
Spencer is just making a speech–the problem is not him, but Antifa turbas which can relied on to show up and attack him and his audience physically. So what the Florida taxpayer is subsidizing is not hate speech but hated speech.
And the only reason they’re doing that is that the police haven’t been arresting enough rioters, the courts haven’t been putting them in jail, and their universities haven’t been expelling them.
The answer is to use the “ruthless coercion” and “exemplary sentencing” that authorities have been using against alleged “hate crimes” and white dissidents.
